A state lawmaker is worried about the "water police".

North State Senator Jim Nielsen says big changes are in store for the state's groundwater and laws may be passed WITHOUT public review. He says two bills are moving through the Democratic controlled legislature that would change 150 years of water laws and do nothing about increasing the water supply--which he says is the real cause of the problem. Nielsen says he fears if the state enforces new regulations it could charge fees for violations. He adds the two bills might not even come to committee for public review.
