Cal Water has plans to raise water rates in Oroville 18 percent next year. That would be almost double what Chico customers have to pay. Oroville already pays the highest rates in the county. Oroville officials want to take over a portion of Cal Water for 10 million dollars and turn it into a public utility. Cal Water says they are not selling and that city officials underestimated the cost of that portion. The city is reportedly considering legal action against Cal Water.
