Over worked and understaffed...Chico's Police and Fire Departments presented their budgets to the City Council Tuesday. The E-R reports Chico Fire Chief Jim Beery said the department currently opperates with 14-percent fewer employees even though there's been a 30-percent increase in calls. Beery says he'll have to rely on federal grants to continue using needed equipment. Police Chief Kirk Trostle said he expects to end the year about $2 million under budget. But the department needs 56 officers on patrol and he estimates by the end of December, it may have as few as 42. The department is looking to reorganize.
