High reservoir capacity will mitigate main stem river flooding concerns, though the Upper Sacramento River is forecast to approach flood stage as a result of the upcoming rainfall. Urban and small stream flooding is likely. Snow levels are approximately above 7000 ft, so most precipitation will fall as rain. Approximately 12-30" of snow are possible for the Northern Sierra Mountains and Lassen National Park region beginning Thursday evening into Friday.
