State Parks Officers located a vehicle in the Sacramento River Wednesday and wanted to check on the owner's safety. Chico Police joined State Parks Officers at a residence on Roycroft Lane off of Nord Avenue for a welfare check where they found the reported owner of the vehicle, 36-year-old Dr. Alfred Villasenor inside. Villasenor allegedly was armed, wearing body armer, however, police say he chose to surrender to officers. According to Police, Dr. Villasenor is prohibited from possessing firearms due to a Restraining Order.
