Chico Police officers were dispatched to the parking lot of Winco Foods arround 4:30 Wednesday afternoon where they found multiple witnesses who directed them to a white sedan that had been driven by 71-year-old Roy Shields. He was taken to the hospital for a preexisting medical condition. Shields was arrested and charged with Driving Under the Influence.

An officer spotted one of the witnesses, identified as 36-year-old Johnathan Ryan in his pickup reportedly injecting what appeared to be heroin into his arm. According to Chico Police, 6 grams of heroin was allegedly found and Ryan was arrested for drug possession.
