A woman was walking on East 1st Street around 1:45 Tuesday morning, when she was approached by an unknown man. The man began talking to her and then allegedly started to touch her inappropriately. The victim was able to flee and then contact police. The man, identified as 25-year-old Adam Fulkerson had reportedly been contacted by officers earlier due to similar reports, officers however, were unable to develop probable cause for his arrest. Later Tuesday evening officers found Fulkerson on Mangrove Avenue. According to Chico Police, he was arrested after allegedly admitting to the sexual battery.
