Officers stopped a vehicle near the intersection of East 1st Avenue and Terrace Drive around 9:30 Sunday night where they contacted the driver, 43-year-old Thomas Devlin of Chico. Officers determined that Devlin's driving privileges were suspended and he was asked to exit the vehicle. Devlin allegedly refused and after a brief struggle with officers he was taken into custody. Police say no one injured during the altercation. Officers reportedly found Devlin, a convicted felon, in possession of pepper spray and a loaded firearm. According to Chico Police, about 22 grams of methamphetamine and over 26 grams of heroin along with drug related items were also found in the car. Devlin was arrested on multiple charges.
