Assemblyman James Gallagher says he is filing paperwork to run for the seat of late Congressman Doug LaMalfa ..first up the June Primary Gallagher says if he is able to win 50% + 1 of the votes in June that will serve as the "Special Election" and it will then make the August election mute and he then would be seriving out the remainder of LaMalfas term until the election in November.
