Blue States Sue Trump over SNAP Benefit Funding

Twenty-five states are suing the Trump administration over the suspension of food assistance benefits because of the government shutdown. Agriculture Secretary Brooke Rollins says the money just isn't there. The lawsuit filed Tuesday against the Department of Agriculture comes as the Supplemental Nutrition Assistance Program, or SNAP, is set to run out of money November 1st. It's expected to affect some 42 million Americans. The lawsuit argues the suspension of the benefits is illegal and a clear violation of the Food and Nutrition Act. It calls on the USDA to use contingency funds to pay for benefits in November.

Butte Co Supervisors Five Mile Basin Project

Butte County Board of Supervisors convened on Tuesday to discuss the completion of the Five-Mile SAFE Project in Chico, also focusing on long-term planning strategies. The FIrst Phase involved the removal of vegetation, sediment and gravel within the basin to improve water flow, redirect flows away from Big Chico Creek and repair a damaged levee near the diversion structure. The discussion concluded with a consensus on moving forward with the project under county leadership, with a goal of eventually handing off the jurisdiction of the basin to the city. County Public Works also mentioned the possibility of creating a Memorandum of Understanding to define the basin's ownership and maintenance.

Oroville Looks to Create New River Front Park

Oroville city leaders are looking at ways to prevent illegal dumping into the Feather River... The city sits on the banks of the river and is looking to tackle people who pollute the river. Councilman Shawn Webber says Oroville is looking at designating portions along the river a wildlife refuge. The designation would bring in federal dollars and help protect the sensitive salmon populations that travel from the Pacific Ocean to spawn....

Tehama County Sup Resigns

A Tehama County Supervisor has resigned after reaching a settlement with the District Attorney's Office. Pati Nolen was accused by the Tehama County grand jury of drinking on the job while also secretly recording confidential meetings. Prosecutors were looking into a criminal complaint regarding her behavior while Nolen filed a counter claim. In the agreement the D.A.'s office has agreed to not file criminal charges related to the allegations and Nolen is dropping her suit against the county. Tehama County will also pay Nolen's attorney's fees totaling more than 137-thousand dollars. Nolen has agreed to never run for Tehama County Supervisor again. Her resignation was effective immediately

Shasta Co NARCAN Vending Machines

Nalaxone vending machines are set to appear at select locations in Shasta County. Often referred to by the brand name 'Narcan,' is the medication that reverses drug overdoses. The vending machines will be brought to increase the availability of Narcan across the county and potentially save lives. Shasta County Public Health Harm Reduction Supervisor Shauna Stratton says the vending machines would be available in Shasta Community Health Center locations in Redding, Anderson and the City of Shasta Lake. They will also appear at the Good News Rescue Mission, the county jail and locations in Shingletown and Burney.

Camp Fire Victims File Class Action Suit

Thousands of survivors are still waiting for full payouts from the Fire Victim Trust. The trust was established as part of Pacific Gas & Electric's (PG&E) bankruptcy to compensate those affected by the fire. a group of Camp Fire Survivors started the Utility Wildfire Survivors Coalition, striving for legislative and legal solutions to ensure full compensation for trust claimants. The group has filed a class action lawsuit against PG&E and the Fire Victim Trust and is currently appealing in federal court before the bankruptcy appellate panel. Paul Moreno the Spokesperson for PG&E said "The Fire Victim Trust is independent of PG&E. PG&E did not have a role in selecting the trustee or administrator and does not have a role in reviewing claims or making payments to fire victims from the Fire Victim Trust."

Chico Council Approves New Code of Conduct Alternative Site

The Chico city council voted unanimously to approve City Director Erik Gustafson's proposed updates to the code of conduct at the alternative camping site off of Eaton and Cohasset road, along with implementing extra security for the site as well. The updates will now include not allowing residents to add structures of any kind to the regulated twenty by twenty space that they are permitted for their belongings. There will also be no generators or gas cans which could potentially start fires, and they must seek approval to use animal fencing to place their pets inside the encampment. Gustafson other suggestions included adding armed guard private security from 11 p.m. to 7 a.m., as well as having two Jesus Center operations staff members at the site five days a week from 2 to 11:30 p.m., which a majority of the council agreed with and advised adding more security to start in the coming weeks.

Newsome eases Qualifications to become CPA

Gov. Gavin Newsom has signed A law that altering the educational requirements for aspiring certified public accountants in California. The new law reduces the minimum educational requirement to qualify for a CPA license from 150 college credits to a bachelor's degree with 120 credits. The new requirements will take effect on Jan. 1, 2026, with both the old and new certification standards accepted until the end of 2028.

Chico Waits on Judge Ruling on Warren Agreement

The City of Chico recently returned to court for a hearing centered on the provisions of the Warren Settlement. This legal matter has brought the city's ongoing homeless crisis to the forefront once again. City offcials have been keeping a close eye on the developments. City Manager Mark Sorensen said the judge's decision could be announced either in a few days or weeks, but there's no set timeline on when. The recent hearing specifically addressed Motion 60, which sought clarification on whether the settlement applies only to the eight plaintiffs listed or to the entire homeless community in Chico. The second hearing, originally scheduled for October 15, will focus on clarifying parts of the Warren Settlement, including camp clear-out operations. It has been rescheduled to October 29th.

Glenn Co Sups looking to Tax Farmers

Glenn County's Board of Supervisors meeting, supervisors will be deciding whether to reinstate a property tax on farmers to address the county's budget deficit. For the past two years most farmers within the county have not had to pay property taxes on those farms. The tax break stems from the Williamson Act - a 1965 state law designed to preserve farmland. But in 2009, the state stopped funding the act, leaving counties to subsidize the tax breaks on their own. Offcials say that the new bill would impose a 10% tax but say that farmers will still be getting tax breaks thru the Williamson act

Gov Newsome Signs Bill Re: FAIR Plan

Gov. Newsom signed a bipartisan bill Thursday that aims to prevent the state's home insurer of last resort from running out of money following a natural disaster. The FAIR Plan is an insurance pool that provides policies to people who can't get private insurance because their properties are deemed too risky to insure. The number of homeowners forced onto the FAIR Plan has skyrocketed. With high premiums and basic coverage, the plan is designed as a temporary option until homeowners can find permanent coverage. The law allows the FAIR Plan to request state-backed loans and bonds and spread out claims payments over multiple years after a disaster. Insurance companies were previously required to pay the full bailout within 30 days. Supporters of the new law said it will prevent the need for future bailouts that raise rates for everyone.

Chico Council to look at new Site For Alt Homeless Camp

The Chico City Council will be looking at options for relocating the Alternative Homeless site in Chico at tonight's council meeting... And, one of those locations is close to a residential neighborhood. Adam Pearce with with Bill Webb Homes sent an email to residents saying one of the sites under consideration is the roundabout at Hicks Lane and Eaton Road. Pearce says people are already engaged with city council members about finding another location. Pearce says that roundabout location is roughly a 1/4 of a mile from neighborhood areas. The meeting starts at 6pm tonight

PGE 1000 Miles UnderGround Lines

Pacific Gas and Electric Company (PG&E) has now constructed and energized 1,000 miles of powerlines underground to reduce the wildfire risk in high fire risk areas. The utility says that in total, PG&E's system hardening efforts, which includes undergrounding, stronger overhead poles and wires and line removals, have permanently removed 8.4% of wildfire ignition risk from its entire system since 2023. One thousand miles is equivalent to driving from the Oregon-California border down to the California-Mexico border, you would travel 932 miles. Underground powerlines are now in place in 27 counties in Northern and Central California, ranging from 337 miles in Butte County and 119 miles in Shasta County

Oroville PD Discover Body in Apartment

Oroville Police discovered human remains at A Apartment Complex on Mitchell Avenue. Investigators from the Oroville Police Department, the Department of Justice, and California's Office of Emergency Services taped off an apartment at the Boulder Creek Complex after the discovery. The case is being investigated as a suspicious death with potential foul play. Police said a suspect is in custody, but they are currently behind bars for unrelated felony charges.

Nevada Co. Parent Alerts Law Enforcement After School Online Threat

A parent is being credited with alerting cops to a pair of teenagers who allegedly made dangerous threats. One of the kids is a student at Nevada Union High School in Grass Valley. On Wednesday, the Nevada County Sheriff's Office said the two 17-year-olds made an online threat involving a gun. On Wednesday morning, a parent heard about the threat, called the school administrators, and they called deputies who picked up the suspects. The boy and the girl were arrested and jailed. No one was hurt.

Butte Co Sups Approve new Mental Health Facility

Butte County supervisors have unanimously approved plans to develop a 40-room mental health rehabilitation center. The county will lease a recently closed Enloe Behavioral Health facility. Last December, the county's Behavioral Health Department applied for a grant under the state's Behavioral Health Continuum Infrastructure Program. The facility will allow some individuals to be brought back to the county and removed from jail, where they can receive case management, psychiatric therapy and medical support.
